Dear Mr. Newcomb:
On January 29, 1996, Brothers to the Rescue sent you an urgent request for the approval of a license to transfer funds to Cuba to a specific organization, to be used to promote "Concilio Cubano" (copy attached).
On recent public appearances and news clippings (copy attached), Mr. Richard Nuccio, Special Advisor to the President, is, quoted promoting Cuban American assistance to "Concilio Cubano", precisely in this fashion.
Upon presenting our initial application for a license, Mr. Kevin Sullivan, U.S State Department of Cuban Affairs, suggested us to advise and encourage other Cuban exile organizations which may also support the concept of "Concilio Cubano", to apply for such licenses prior to remitting funds.
We agree that such procedure should be followed, however, your cooperation will be required.
I have tried to contact you or any other member of your staff during the past three working days, to no avail. Likewise, I have tried to contact Mr. Kevin Sullivan at his office, with the same results.
I do not understand how an urgent request from Concilio Cubano, whose efforts your administration claim to support, has received such a slow response. The perception that you want to help our people in the island does not suffice, we also need your commitment.
